Cumberland Council is set to transform the way it procures homecare services with an innovative new Homecare Framework, providing flexible and reliable 24-hour care options while maintaining high-quality services tailored to individual needs.

Plans include the implementation of a new framework that allows for more flexible contracts and enables the Council to work with Care Providers to revolutionise Homecare services, as well as maintaining traditional homecare services where they are needed.

People using homecare services and stakeholders will be engaged to develop and shape future service. The new Framework will mean that the Council can respond quickly to changing demand. There will be an increased focus on preserving and improving service quality and sustainability. It is also expected to support the local economy through employment opportunities in the care sector.

Key features include a 4-year Homecare Open Framework (extendable to 6 years) with two lots, Lot 1 focusing on traditional Homecare and Lot 2 providing the opportunity to innovate and transform. A Regulated Procurement exercise will be undertaken over the next few months so the Framework will be operational on 1 April 2024, allowing the opportunity for other Commissioners, such as the NHS Integrated Care Boards, to access and use the Framework if required.
